The Schedules That Work Act gives employees the right to request changes to their work schedules and protects them from retaliation for making those requests. The bill requires employers with 15 or more employees to seriously consider these requests through a good-faith discussion process. For certain workers in retail, food service, hospitality, warehouse, and cleaning jobs—industries known for unpredictable scheduling—the law goes further by requiring employers to provide more stable and predictable schedules. Specifically, employers must give at least 14 days' advance notice of work schedules, limit last-minute schedule changes, and avoid problematic practices like on-call shifts and "clopening" shifts (closing one night, opening the next morning) without compensation. The bill recognizes that unpredictable schedules make it harder for workers to care for children, manage health conditions, pursue education, maintain public benefits eligibility, and plan their lives. It also acknowledges that workers of color disproportionately experience unstable scheduling. The law includes protections for employees requesting schedule changes due to serious health conditions, caregiving responsibilities, education or training enrollment, or other employment—employers must grant these requests unless they have a legitimate business reason to deny them.
