This bill makes it easier for farmers and agricultural businesses to transport crops and livestock without following strict federal rules about how many hours drivers can work. Currently, truck drivers have to follow federal regulations limiting their driving hours to protect public safety, but farmers get some exemptions during planting and harvest seasons. This bill expands those exemptions significantly.

Instead of only getting relief during specific planting and harvest periods that each state decides on, the new law lets agricultural drivers haul crops year-round as long as they stay within 150 air miles of where the crops came from or where they're going. It also expands what counts as an agricultural product—now including not just crops and livestock, but also things like fish farming products, forestry materials, and even minimally processed fruits and vegetables like pre-cut salads. Livestock feed gets the same year-round exemption instead of just seasonal relief.

The bill requires the Transportation Department to update the official definition of "agricultural commodity" within six months to match these new rules. Essentially, farmers and agricultural haulers will have much more flexibility to transport goods without worrying about federal driving hour limits, as long as they stay within the 150-mile radius requirement. This could mean faster deliveries and lower costs for agricultural businesses, though some safety advocates might worry about drivers working longer hours.
