This bill protects people who have been approved for U.S. citizenship from having their naturalization ceremony canceled or delayed without good reason. Once someone's application for citizenship has been officially approved, they have a guaranteed right to show up at their scheduled ceremony, take the oath of allegiance, and receive their citizenship certificate.

The government can only stop someone from completing this final step in two situations: if they discover the person is actually ineligible for citizenship under the law, or if the approval was obtained through fraud or lying about important facts. Even in these cases, the government must give the person written notice at least 10 days before the ceremony, explain exactly why they're being blocked, let them respond in writing, and have a supervisor review the decision. The government cannot cancel ceremonies based on things like someone's nationality, country of origin, or simply because they're part of a broad group being reviewed—the decision must be based on facts specific to that individual.

In rare emergencies involving a genuine national security threat to a specific person, the government can postpone the ceremony for up to 30 days, but they must notify the applicant within 72 hours with detailed reasons. If the government wrongfully prevents someone from completing their naturalization, that person can sue in court, and if they win, the government must schedule a new ceremony within 10 days. Winners of such lawsuits can also recover their attorney's fees. The bill also ensures that no government policy or executive order can override these protections.
