The bill prioritizes funding for areas with high rates of chronic disease, infant mortality, maternal deaths, low-income populations, rural communities, and places that already struggle to attract healthcare workers. Health departments also get money for medical supplies like protective equipment and administrative costs. The bill includes a requirement that grant recipients maintain their own funding at previous levels, so federal money supplements rather than replaces local investment. It also encourages applicants to respect workers' labor rights and provide culturally appropriate services.
