This bill creates a new federal grant program to help communities prepare for and survive wildfires. The Federal Emergency Management Agency (FEMA) will give money to local governments, Native American tribes, fire departments, and community groups to either develop wildfire protection plans or carry out projects based on existing plans.

Communities can use the grants for practical wildfire safety measures like improving early warning systems, creating evacuation plans, clearing vegetation around homes and buildings, hardening structures to resist flames and embers, and helping vulnerable people like elderly residents and those with disabilities. The grants prioritize areas with high wildfire risk. Communities that already have a wildfire protection plan can get up to $10 million to implement projects, while those developing a new plan can get up to $250,000. Communities need to contribute at least 25 percent of project costs themselves, though this requirement can be waived for low-income areas.

The bill also requires federal agencies to study how to make communities more fire-resistant and whether insurance companies might offer better rates to communities that meet wildfire resilience standards. Additionally, the government will examine radio communication problems that firefighters face during large fires and work on solutions. The program is funded with $1 billion per year from 2025 through 2029, and the bill updates existing forest management laws to better support these community protection efforts.
