Think of it like this: instead of a credit card company saying "all your transactions must go through Network A," merchants would have the freedom to route transactions through whichever network makes sense for them. The bill also prevents card companies from punishing merchants who choose different networks or from requiring everyone to use the same security technology. There's an exception for American Express-style cards where the company that issues the card also operates the payment network. The Federal Reserve gets one year to write the detailed rules, and those rules take effect 180 days after they're finalized.
