The bill was created because the number of accredited adoption providers in the U.S. is shrinking, leaving fewer options for families and foreign countries that want to work with accredited professionals. By making accreditation less burdensome for smaller or specialized providers, Congress hopes to increase the number of qualified professionals available to help with international adoptions.

The bill also clarifies that no one can be forced to use a limited accreditation provider—families and foreign countries can still require full accreditation if they prefer. The changes take effect 90 days after the bill becomes law.
