This bill makes significant changes to how Congress can access and observe the Foreign Intelligence Surveillance Court (FISC), a secretive court that handles national security wiretapping and surveillance cases. Currently, members of Congress have very limited ability to see what's happening in these courts. This bill opens things up by allowing Congressional members and their staff to attend court proceedings directly, either in person or via video if there's not enough physical space. It also removes restrictions that the Attorney General previously placed on Congressional attendance.

The bill also strengthens protections for whistleblowers and expands oversight of surveillance programs. It makes it easier for people who believe their privacy was violated by surveillance to sue, by clarifying that they can sue over violations involving a specific type of surveillance called "Section 702." It also extends the time period for bringing such lawsuits from 2 years to 5 years. Additionally, the bill requires the Senate and House to each nominate at least 6 people to serve as "friends of the court" (amicus curiae) in FISC proceedings—these are outside advocates who can present arguments on behalf of privacy and civil liberties concerns. Finally, it extends certain surveillance authorities from 2 years to 8 years and protects federal employees' rights to report concerns to Congress.
