This bill requires companies that make or operate self-driving cars and advanced driver assistance systems to report detailed safety data to the federal government. Right now, these companies follow a voluntary reporting order from the National Highway Traffic Safety Administration (NHTSA). This bill turns that into a legal requirement with specific, detailed reporting standards.

Companies will have to submit monthly reports showing how many miles their vehicles traveled, broken down by location, road type, and software version. More importantly, they must report any crashes involving injuries to pedestrians or cyclists, and any "unplanned stoppage events"—situations where the self-driving system causes the car to stop in traffic and can't move without human help, or where it interferes with emergency responders, public transit, or construction zones. These reports will include details like the exact location, weather conditions, what happened, and how long it took to resolve the problem.

The government will make all this data publicly available online in a format that researchers and the public can easily access and analyze. This transparency is designed to help identify safety problems with self-driving technology before they cause widespread harm. The reporting requirements will stay in place for at least 10 years, after which the government could potentially reduce the reporting burden if safety data shows it's appropriate.
