Third, whoever buys these loans must offer struggling homeowners the same help options that the government offers, with no extra fees, and must try to get payments down to affordable levels.

The bill also requires that when properties are foreclosed on and sold, at least 75% must go to owner-occupants (people who will live there), nonprofits, or be rented affordably to low-income families for at least 10 years. Buyers cannot use predatory contracts like 'rent-to-own' schemes unless they're nonprofits. Additionally, the government gets a 'first look' period to offer foreclosed properties to nonprofits and government agencies before they go to regular investors, ensuring these properties can be used for affordable housing and community benefit. Throughout this process, detailed data about what happens to these loans and properties must be collected and made public so the government can track whether borrowers are being treated fairly and whether the system is working as intended.
