The Give America a Raise Act would significantly increase the federal minimum wage over time and eventually eliminate special lower wage rates for certain groups of workers. Starting from an effective date roughly three months after the bill becomes law, the federal minimum wage would jump to $10 per hour, then increase to $13 per hour after one year, $16.50 after two years, and $20 per hour after three years. After that fourth year, the minimum wage would automatically adjust every year based on whichever is higher: inflation (measured by the Consumer Price Index) or economic growth (measured by Gross Domestic Product). This means workers' wages would keep pace with the cost of living and economic conditions without requiring Congress to pass new laws each time. The bill also phases out the current system that allows employers to pay tipped workers, workers under 20 years old, and workers with disabilities at lower rates than the regular minimum wage. Tipped workers would see their base wage (the amount employers must pay before tips) gradually increase from $6 per hour to $20 per hour over seven years, at which point they'd receive the same minimum wage as everyone else. Young workers and workers with disabilities would follow similar phase-in schedules. After these transition periods end, all workers would be guaranteed the same minimum wage regardless of their job type or circumstances. The Department of Labor would be required to announce any wage increases at least 60 days in advance so employers can prepare.
