This bill changes how the federal government funds job training by shifting more power to employers. Instead of the government deciding what skills to teach, employers can now design training programs tailored to their specific needs, and the government will help pay for them through the workforce development system.

Here's how it works: An employer identifies a skill gap in their workforce and designs a training program to fill it. They then contract with local workforce boards to deliver this training. The employer must commit to hiring anyone who successfully completes the program. To show they're invested, employers have to pay a portion of the training costs themselves—10% for small companies with 50 or fewer employees, 25% for mid-sized companies with 50-100 employees, and 50% for larger companies with over 100 employees. The government covers the rest through existing workforce development funds.

The bill also streamlines the enrollment process. If an employer refers someone for training and certifies they're qualified and need the training, the one-stop career centers don't have to conduct lengthy interviews or assessments—they can move directly to enrollment. This is meant to speed up getting people into jobs. The bill replaces the old term 'customized training' with 'employer-directed skills development' throughout the workforce law to reflect this new approach.
