This bill creates a new Office of Small Farms within the U.S. Department of Agriculture to help small farmers, ranchers, and forest operators get better support and access to government programs. Right now, small agricultural operations often struggle to navigate USDA programs because they're designed with larger operations in mind. The new office will act as a dedicated advocate and coordinator for small farms—defined as operations under 180 acres or with less than $350,000 in annual income.

The office will be run by a Director who will work across all USDA agencies to identify and fix rules, policies, and procedures that make it harder for small farms to participate in government programs. The Director will also develop new grant programs (up to $25,000 per farm), coordinate technical assistance, and operate a hotline where small farmers can anonymously report problems accessing USDA services. Each state will have a designated small farms coordinator to provide local support and develop state-specific plans for improving program delivery.

Every major USDA agency—from the Farm Service Agency to the Agricultural Marketing Service—will appoint a liaison to work with the new office on outreach and education. The bill funds this effort with $15 million annually for administration and $10 million for technical assistance and grants through 2031. The USDA will also report annually to Congress on how well these efforts are working to increase small farm participation in agricultural programs.
