For individual assistance (help for people's homes and personal losses), the rules must weigh seven different factors including concentration of damage, trauma to the community, and whether people have insurance. The bill also requires FEMA to consider whether an area is economically disadvantaged—looking at things like median income, poverty rates, and unemployment. This means communities won't be turned down for disaster help just because they're in a wealthy state, and decisions will be based on clear, published criteria rather than behind-the-scenes judgment calls.
