The RECEIPTS Act is designed to push the Department of Defense to finally get its finances in order and pass a clean financial audit. For decades, the Pentagon has been required by law to produce auditable financial statements, but it has consistently failed to do so—a problem that's been on the Government Accountability Office's "High-Risk" list because the department can't properly track spending, prevent fraud, or control costs. This bill sets a hard deadline: the Pentagon must achieve a clean audit opinion on its financial statements by the end of fiscal year 2028 (December 31, 2028). If it succeeds, the department gets rewarded with more flexibility to move money around between programs without notifying Congress. If it fails, there are real consequences: top financial officials at the Pentagon and each military branch must become Certified Public Accountants with proven experience managing finances at other organizations that have passed audits, and the Defense Finance and Accounting Service (DFAS) will have to hand off its non-military payroll work to another government agency. The bill also gives the Pentagon $300 million to invest in automation and artificial intelligence to help prepare and audit its financial statements, and it creates a new oversight committee with members from Congress and outside experts to watch over the audit process.
