This bill creates two new independent offices within the Supreme Court to handle ethics matters. The first office, called the Office of Ethics Counsel, would advise justices and their spouses on ethical issues like financial disclosures, gift acceptance, conflicts of interest, and recusal decisions. It would be led by a chief ethics counsel earning at least $225,000 annually, with support staff earning at least $180,000. The second office, the Office of Investigative Counsel, would investigate ethics complaints filed against justices by congressional leaders. This office would have subpoena power to compel witnesses and evidence, and would be led by a chief investigative counsel also earning at least $225,000, with at least two additional investigators earning at least $180,000 each.

Right now, the Supreme Court has no formal ethics enforcement mechanism—justices follow a voluntary code of conduct with no independent oversight. This bill would change that by creating a system where ethics complaints from House and Senate leadership trigger formal investigations. The investigative office would report its findings to the Chief Justice (or the senior associate justice if the Chief Justice is under investigation), who could then decide whether to release the report publicly. Congress would automatically receive copies of all investigation reports within 10 days of completion. Both offices would require their staff to be experienced lawyers with strong professional standing, and they would provide annual training to all justices on ethics matters.
