The IRS must identify people facing economic hardship and inform them about alternatives like partial payment plans, settlement offers, or putting their case on hold temporarily. The bill protects people wrongfully detained abroad or held hostage by extending tax deadlines and allowing them to get refunds of penalties they paid. It also strengthens protections for tax preparers who commit fraud and gives the IRS better tools to crack down on dishonest preparers.

Additionally, the bill expands the Taxpayer Advocate Service (which helps people with IRS problems), improves the appeals process, protects whistleblowers who report tax fraud, and simplifies taxes for Americans living abroad. It gives tax courts more authority to help resolve disputes and makes the process fairer for taxpayers.
