The PrEP Access and Coverage Act of 2026 makes HIV prevention medications free and easily accessible to Americans by requiring health insurance plans to cover them without any out-of-pocket costs. PrEP (pre-exposure prophylaxis) is a medication that prevents HIV infection in people who don't have the virus but are at risk. This bill ensures that anyone with health insurance—whether through private plans, Medicare, Medicaid, Veterans Affairs, military TRICARE, or Indian Health Services—can get PrEP medications, related lab tests, doctor visits, and monitoring services at no cost to them.

The law also prevents insurance companies from using discriminatory practices against people taking HIV prevention medication. Life insurance, disability insurance, and long-term care insurance companies cannot deny coverage, charge higher premiums, or treat people differently based on whether they're taking PrEP. Additionally, the bill funds public education campaigns to increase awareness about PrEP and PEP (post-exposure prophylaxis, taken after potential exposure) and trains healthcare providers to prescribe these medications, with special focus on communities most affected by HIV. The government will also award grants to states and organizations to help uninsured and underinsured people access these prevention services.
