This bill makes changes to how the federal government helps farmers manage risk and learn about crop insurance. Right now, the government provides education and technical assistance to farmers, but this bill expands that to also help insurance companies that sell crop insurance policies. It adds language translation services so farmers who don't speak English can get help understanding their options.

The bill also expands what kinds of farming practices farmers can get financial help for. Instead of just focusing on diversifying what they grow or sell, farmers can now get assistance for things like improving soil health, setting up sustainable water systems, planting perennial crops and trees, raising livestock alongside crops, composting waste, and other practices that help protect farms from climate change impacts. The bill also adds new support for farmers who want to diversify their income by processing their own products, building storage facilities, going organic, or getting food safety certifications.

Financially, the bill increases how much money individual farmers can receive. Currently, farmers can get up to $50,000 per year, but this bill raises that to $200,000 over a five-year period. The bill also increases the total funding available for these programs from $10 million to $30 million, and adds an additional $20 million in new funding for fiscal year 2026 and beyond.
