This bill creates a coordinated federal effort to combat antisemitism in the United States. The government has documented a sharp rise in antisemitic incidents—hate crimes against Jewish people increased 37% from 2021 to 2022, with nearly 3,700 incidents reported in 2022 alone. The bill recognizes that this problem is being fueled partly by antisemitic content spreading on social media platforms, and that Jewish students, synagogues, and community organizations face increasing threats.

To address this, the bill establishes a National Coordinator to Counter Antisemitism within the White House who will lead a task force bringing together 30+ federal agencies including the FBI, Department of Homeland Security, Department of Education, and others. This coordinator will oversee implementation of the government's antisemitism strategy, conduct regular reviews of progress, and ensure federal agencies have proper training on recognizing and combating antisemitism. The task force will collect data on antisemitic incidents, measure the effectiveness of security grants for Jewish nonprofits, and produce annual threat assessments on antisemitic violent extremism.

The bill also focuses on education and transparency. It requires the Department of Education to designate a senior official to handle antisemitism complaints at colleges and universities, and directs the Holocaust Memorial Museum to study how Holocaust education is being taught in schools nationwide. Additionally, the bill calls for annual studies on antisemitic content online and recommends Congress consider new rules for social media platforms regarding content moderation and transparency. Finally, it designates May as Jewish American Heritage Month and requires federal agencies to report regularly to Congress on their efforts to counter antisemitism over the next 10 years.
