The Save Our Sequoias Act is a comprehensive federal effort to protect and restore California's giant sequoia groves from threats like wildfires, insects, and drought. The bill establishes an emergency response program that allows federal agencies to quickly carry out forest management projects—like controlled burns, tree thinning, and hazard tree removal—without the lengthy environmental review processes that normally apply. This emergency authority lasts for 7 years from the bill's enactment. The law creates a collaborative partnership between federal agencies (the Forest Service and Interior Department), California state government, and the Tule River Indian Tribe to jointly manage giant sequoia conservation. A new Giant Sequoia Lands Coalition, made up of representatives from national parks, national forests, state parks, universities, and tribal governments, will assess the health of all giant sequoia groves and track progress on restoration projects. The bill also establishes grant programs to support reforestation efforts, develop markets for wood removed during forest management, expand tree nursery capacity, and fund tribal conservation work. Additionally, it creates strike teams of federal employees and contractors to implement protection and restoration projects, and establishes a philanthropic fund to raise private donations for giant sequoia conservation. The law requires federal agencies to reduce hazardous fuels in at least 3 giant sequoia groves each year and mandates annual reports to Congress on progress.
