The Long-Term Care Workforce Support Act tackles a major crisis in America's care workforce. Right now, about 5 million people work as direct care professionals—home health aides, nursing assistants, personal care workers, and similar roles—helping older adults and people with disabilities live independently. But these workers are leaving the field in droves, with turnover rates between 77 and 100 percent, and there aren't enough people to replace them. The problem is simple: the work is physically and emotionally demanding, but the pay is terrible. The median wage is only $15.43 per hour, one in eight care workers live in poverty, and nearly half rely on government assistance just to survive. This shortage means real people can't get the care they need—nursing homes have stopped accepting new patients because they don't have enough staff.

This bill provides federal funding to states to fix the problem by increasing what care workers earn and improving their working conditions. States that participate get a 10 percent boost to their federal Medicaid funding (the government program that pays for much of long-term care) for ten years if they commit to using at least 85 percent of that money to raise care worker pay, provide benefits like sick leave, offer hazard pay, and improve job stability with consistent schedules and hours. The bill also funds training programs, apprenticeships, and recruitment efforts to bring new people into the field. Additionally, states can use the money to clear waiting lists for people who need home and community-based care services. The goal is straightforward: make care work into actual good jobs with decent wages and benefits so people will stay in the field, which means seniors and people with disabilities can get the quality care they deserve in their homes and communities instead of being forced into institutions.
