This bill aims to get more young people interested in starting their own businesses by bringing entrepreneurship training into after-school programs. Right now, entrepreneurship rates in the U.S. have been declining, and kids from disadvantaged communities—including low-income students, minorities, English learners, students with disabilities, and rural students—are especially unlikely to pursue entrepreneurship. The bill recognizes that when young people have mentors who are entrepreneurs, they're much more likely to start businesses themselves as adults.

The bill directs the Small Business Administration to work with SCORE, a program of retired business executives who volunteer as mentors, to create a curriculum about entrepreneurship and inventorship (creating new products or services). This curriculum would be taught in community learning centers—basically after-school and enrichment programs—specifically targeting students who are underrepresented in business and innovation fields. The SBA would also help connect SCORE volunteers with other business development programs, women's business centers, and minority business centers to expand the reach and quality of these mentoring opportunities.

To make this happen, the bill provides $2.5 million per year from 2026 through 2030. The SBA would need to report back to Congress every two years about how many students are being reached, which partnerships are working, what barriers exist, and how the program could be improved. Essentially, this is an investment in introducing entrepreneurship to kids who might not otherwise have that opportunity, with the hope that it will boost economic growth in underserved communities.
