This bill strengthens the rules that federal agencies must follow when creating major new regulations. It requires agencies to do much more thorough analysis before issuing big rules—ones that cost the economy $100 million or more annually or have other significant impacts. Before proposing a major rule, agencies must now publish detailed reports showing what the rule will cost, who it will affect, and what alternative approaches they considered. These reports must be open to public comment. Agencies also have to pick the option that produces the most overall benefit compared to cost, unless they get special approval from the White House's Office of Information and Regulatory Affairs and can explain why a different choice is better. The bill expands who agencies must talk to before writing rules—now they must consult with affected businesses and communities, not just government officials. Agencies must start this conversation early, before they even propose a rule, and keep it going through the final version. They also have to consider how rules pile up on top of each other and affect different regions and types of communities differently. The bill gives people the right to sue in court if they think an agency didn't follow these new requirements when issuing a major rule. It also requires the White House to report to Congress every year on whether agencies are actually following all these new rules.
