This bill creates new safety rules for AI chatbots when they're used by people under 18. Right now, millions of teenagers use AI chatbots to have personal conversations, get advice, and even form emotional bonds with them—sometimes choosing to talk to an AI instead of a real person about serious issues. The bill recognizes that young people are especially vulnerable because they may not understand they're talking to a machine rather than a human, and they're more susceptible to addictive design tricks and harmful outputs.

The law requires companies that operate AI chatbots to make several key changes when they know a minor is using their service. First, they must clearly tell users at the start of every conversation, and again every 30 minutes, that they're talking to AI, not a human. Second, companies can't use manipulative features designed to hook kids—no reward systems based on how much time you spend, no push notifications trying to pull you back in, no fake typing bubbles that make it seem like a real person is there, and no unprompted messages from the AI trying to get you to engage. Third, companies can't use your personal information to train their AI systems or to create detailed profiles of who you are and what you like. They also can't advertise to minors through these chatbots or sneak in hidden product recommendations based on financial deals with sellers.

The bill gives the Federal Trade Commission (FTC) power to write detailed rules about how long companies can keep and use your data during a single conversation, and it lets parents sue companies that break these rules. It also funds research into how AI chatbots affect young people's mental health and development, and requires health surveys to start tracking how much teenagers are actually using these tools.
