The FUEL Act requires the Department of Defense to take a close look at how the military gets the energy it needs to operate in the Indo-Pacific region—that vast area spanning from the Indian Ocean to the Pacific Ocean where the U.S. has significant military presence. This includes studying the supply chains, transportation networks, and physical infrastructure that deliver fuel and power to military bases, ships, aircraft, and combat equipment in that region. The military uses this operational energy for everything from training soldiers and flying planes to powering weapons systems and running generators at bases.

After completing this study, the Pentagon must create a comprehensive strategy to make sure the Armed Forces can reliably access the energy they need in the Indo-Pacific, even if supply lines are disrupted or threatened. The goal is to identify potential vulnerabilities and develop solutions to keep military operations running smoothly. Finally, the Department of Defense has to report back to Congress with what they found, explain their strategy, and suggest any new laws or policy changes that might be needed to support it. Essentially, this bill is about making sure the military isn't caught off-guard if energy supplies become difficult to access in a strategically important part of the world.

Fuel Utilization for Enhanced Logistics Act or the FUEL ActThis bill requires the Department of Defense (DOD) to study the energy supply, logistics networks, and infrastructure that support access to operational energy by the Armed Forces in the Indo-Pacific region. Under the bill, operational energy means the energy required for training, moving, and sustaining military forces and weapons platforms for military operations (including energy used by tactical power systems and generators and weapons platforms).Based on the findings of the study, DOD must develop a strategy to secure access to operational energy for the Armed Forces in the Indo-Pacific region.DOD must report to Congress on the findings of the study, the strategy developed as a result of the study, and any recommendations for legislative or administrative actions to support such strategy.&nbsp;
