This bill gives NASA the power to detect, identify, monitor, and track unmanned aircraft systems (drones) that pose a threat to NASA facilities and assets. Essentially, NASA would be allowed to intercept and access drone communications without a warrant if they believe a drone is threatening one of their centers or properties. The bill is designed to protect NASA facilities from potentially dangerous or malicious drone activity.

To use this authority, NASA must work closely with the Federal Aviation Administration to make sure their drone-detection activities don't interfere with regular air traffic or aviation safety. NASA can only use approved technologies that are jointly authorized by multiple federal agencies including the Department of Justice, Homeland Security, Defense, Transportation, and the FCC. The agency must also create detailed guidance on how to protect people's privacy when intercepting drone communications, and can only keep records of intercepted communications for up to 180 days unless there's an ongoing investigation.

NASA must regularly report to Congress about how it's using these powers, including details about every instance it detected a threatening drone, any harm that occurred, and what steps it's taking to minimize impacts on the national airspace. The authority is temporary and expires on September 30, 2031, unless Congress extends it.
