This bill targets a tax loophole that wealthy individuals have been using to avoid taxes through specialized life insurance and annuity contracts called private placement life insurance (PPLI). Here's what's happening: Some rich people have been buying these contracts—which are only available to those meeting strict income, asset, or credential requirements—and using them to invest in segregated pools of assets while getting favorable tax treatment normally reserved for regular life insurance. The bill closes this loophole by saying these contracts won't get life insurance tax benefits anymore. Instead, contract holders will be taxed on the investment income and gains from the assets supporting their contracts every year, whether or not they actually receive any money. When they do take money out, anything above what they originally paid in gets taxed as ordinary income. The bill also requires insurance companies to report detailed information about these contracts to the IRS and to the people who own them, so the government can track what's happening. Companies that fail to report face steep penalties starting at $1 million, with additional $1 million penalties for every 30 days they remain non-compliant. The changes apply immediately to all contracts, though contracts issued before the law passes get a 180-day grace period to be converted into regular insurance contracts or cancelled without penalty.
