This bill creates a new federal program to help pregnant people, new mothers, and babies stay safe from climate change risks like extreme heat, air pollution, and severe weather. The bill recognizes that climate change poses real health dangers to mothers and infants—including premature birth, low birth weight, and maternal death—and that these risks hit hardest in communities that are already struggling with health disparities and environmental pollution.

The bill sets up three main initiatives. First, it creates a $100 million grant program that will give money to 10 regional partnerships (made up of hospitals, community organizations, and local governments) to help pregnant people and new families prepare for and recover from climate-related health threats. These grants can pay for things like air conditioning units, weatherization improvements, cooling shelters during heat waves, evacuation help during disasters, and training for doctors and nurses to talk with patients about climate risks. Second, it funds health profession schools to teach doctors, nurses, midwives, and other healthcare providers how to identify and address climate change risks for pregnant people and babies. Third, it directs the National Institutes of Health to coordinate research across the government to better understand how climate change affects maternal and infant health, with special focus on racial and ethnic disparities.

The bill also requires the Centers for Disease Control and Prevention to develop a strategy for identifying which areas have the highest climate-related risks for pregnant people and babies, taking into account factors like air quality, extreme heat, access to healthcare, poverty, and insurance status. All of this work is designed to be done in partnership with affected communities, with special attention to making sure solutions don't accidentally harm the very neighborhoods they're trying to help—for example, by causing gentrification or displacement.
