Currently, federal grants like Pell Grants are often based on full-time enrollment, which typically means taking a certain number of credits per semester. Students with disabilities who need to take fewer classes due to their disability can end up receiving less aid, even though their actual costs haven't decreased.

The bill fixes this by saying that if a student with a disability has been approved for a reduced course load as a reasonable accommodation, they'll be treated as full-time students for financial aid purposes—as long as they're taking at least 5 credits or their approved reduced load, whichever is more. This means they'll qualify for the same amount of federal aid as other full-time students. The change applies to three main federal grant programs: Pell Grants (the most common federal aid), supplemental grants for low-income students, and grants for students training to become teachers.

In practical terms, this helps level the playing field for students with disabilities. A student taking 6 credits per semester due to a disability will now receive the same Pell Grant as a student taking 12 credits, rather than getting half the aid. This removes a financial penalty that students with disabilities faced simply because they needed academic accommodations to succeed in college.
