This bill gives the federal government stronger tools to investigate and fix patterns of discrimination and misconduct in police departments and other justice system agencies. When the Department of Justice finds evidence that a police department or court system is systematically violating people's rights, they can now require broader solutions beyond just police training—like funding mental health services, community programs, and alternatives to police response for situations like homelessness or mental health crises.

A key part of the bill requires that communities affected by police misconduct get a real seat at the table through oversight bodies made up of local residents and community organizations. These groups can review police records, ask questions, and make recommendations about how to fix problems. The bill also expands investigations to cover not just police officers but also prosecutors, judges, and other justice system officials—though it protects prosecutors from being investigated simply for deciding not to press charges.

To make this work, the bill provides $445 million per year for the next ten years to the Justice Department's Civil Rights Division, plus another $150 million annually for grants to states that want to conduct their own investigations into police misconduct. States can use these grants to hire social workers and mental health experts as alternatives to police, and they must report quarterly on how they're spending the money and what results they're getting. The bill essentially shifts the focus from just punishing bad policing to preventing problems in the first place by addressing the underlying issues that lead to police encounters.
