The catch is that the changes have to actually match what they promised in their plan—they can't deviate from it.

The practical benefit is faster innovation and quicker access to improved medical devices for patients. Companies could respond more quickly to market needs, fix problems, or add features without bureaucratic delays. However, the tradeoff is that the FDA would be doing less case-by-case review of individual changes. The bill assumes that if a company's overall change plan is solid and the FDA approved it, then individual changes within that framework should be safe. For patients, this could mean getting better devices sooner, but it also means relying more heavily on the company's initial plan being comprehensive and the FDA's upfront approval being thorough.
