Each pact is tailored to a specific country's needs, includes measurable benchmarks for success, and lasts no longer than 10 years. The U.S. can use various funding tools—grants, loans, and development finance—to support projects, but cannot provide military assistance or support projects that would harm American jobs or the environment. Congress must be notified at least 30 days before any new pact is signed, and the Government Accountability Office will evaluate the program's effectiveness annually.
