This bill requires the government to come clean about how it's using artificial intelligence to search through sensitive spy data. Right now, intelligence agencies can collect massive amounts of information on people under the Foreign Intelligence Surveillance Act (FISA), but they're supposed to filter out irrelevant personal details about innocent Americans—a process called "minimization." This bill says the Attorney General and Director of National Intelligence have to report on every AI system that gets access to this unfiltered information, explaining what the AI does, how it was built, what data trained it, and when it started being used. The report has to go to Congress, the courts that oversee FISA, and the public (at least the unclassified parts). Going forward, before the government can use any new AI system to access this sensitive data, they have to notify the same oversight bodies and explain whether it complies with existing laws and court rules. Essentially, this is about making sure Congress and the courts know what AI tools the intelligence community is using to search through Americans' private information, and ensuring those tools are being used legally.
