This bill makes it much harder for the President and federal agencies to get exemptions from clean air pollution rules. Right now, the President can grant exemptions from certain Clean Air Act requirements without asking Congress. This bill changes that by requiring Congress to vote and approve any exemption before it can be used.

Here's how it works: Whenever the President or a federal agency wants to use one of three specific types of exemptions—for executive branch emissions, federal vehicle fleet requirements, or ozone-depleting substances—they must first send a detailed message to Congress explaining what exemption they want, why they need it, and what the effects will be. Congress then has to pass a joint resolution (a special type of vote requiring two-thirds approval in both the Senate and House) to allow it. If Congress doesn't approve, the exemption cannot be used, period.

The bill also eliminates one existing exemption entirely—a provision that allowed the President to exempt certain hazardous air pollutant sources from compliance schedules. Additionally, it gives citizens the right to sue in federal court if the government tries to use these exemptions without getting Congress's approval first. The Government Accountability Office (an independent watchdog agency) will review all exemption requests and report to Congress on whether they're legally justified.
