A bill to amend the Mineral Leasing Act to provide for the payment of bonus payments of certain coal leases issued under that Act.
This bill makes a change to how companies pay for the right to mine coal on federal land. Currently, when the government leases coal deposits to mining companies, those companies have to pay a bonus (an upfront fee) to win the lease.
