The bill recognizes that diseases jumping from animals to humans are a growing threat—more than 60% of known human infectious diseases started in animals, and recent outbreaks like bird flu have cost billions of dollars and affected farms, wildlife, and public health. By improving coordination and communication, the bill aims to catch disease problems earlier and respond faster before they become major crises.
