The Workforce Transparency Act of 2026 creates a voluntary system for AI companies and their business customers to share information about how artificial intelligence is being used in the workplace. The bill recognizes that AI is already widely used across the economy and is changing how work gets done—not by eliminating entire jobs, but by changing specific tasks and skills workers need. The problem Congress is trying to solve is that policymakers, workers, educators, and employers don't have good information about how AI adoption is affecting the job market, productivity, and workforce needs.

Under this bill, AI developers and large business customers can voluntarily submit anonymized, aggregated data to the Department of Labor about how their AI systems are being used. This data would cover things like what types of tasks AI is being used for (writing, coding, research, analysis, etc.), where users are located, age ranges of users, and how usage patterns change over time. Importantly, companies cannot share personal information about individuals, details about specific employers or customers, trade secrets, or proprietary information. The Department of Labor would then compile this information into a public database and annual reports to Congress, without revealing which company submitted what data.

The bill is designed to help government, schools, and employers make better decisions about workforce development and education policy while protecting individual privacy and business secrets. Participation is completely voluntary—companies cannot be penalized for choosing not to participate. The Department of Labor has 180 days to issue guidance and regulations explaining how companies should anonymize and aggregate their data before submitting it.
