The SMART Community Policing Act provides federal funding to help police departments try new approaches for handling situations involving people in mental health crises, homelessness, substance abuse, or poverty. Instead of having regular police officers respond alone to every call, this law encourages communities to create specialized teams that pair mental health professionals, paramedics, and trained officers together.

The bill creates three main options for how communities can use this funding. First, they can set up mobile crisis teams—vehicles staffed with mental health professionals and paramedics who respond to certain 911 calls or directly help community members in crisis, taking over responsibility for getting people the mental health services they need. Second, communities can create co-responder programs where a police officer works alongside a behavioral health clinician or paramedic to de-escalate tense situations and connect people with appropriate services. Third, they can establish case management teams that follow up with people after a crisis to help them stay connected to mental health services, treatment plans, and community resources.

The goal is straightforward: when someone is having a mental health emergency or is homeless or struggling with addiction, they should get help from people trained to handle those specific situations rather than only police officers. This approach aims to reduce unnecessary arrests, improve outcomes for people in crisis, and make communities safer for both residents and law enforcement officers.
