The law creates two main restrictions. First, it prohibits U.S. individuals and companies from investing in Chinese companies involved in critical technologies like advanced semiconductors, artificial intelligence, quantum computing, and hypersonic weapons. Second, it requires Americans to notify the government about investments in Chinese companies working on these sensitive technologies, even if the investment isn't completely banned. The law defines "Chinese companies" broadly to include any company incorporated in China, controlled by the Chinese government, or owned more than 50% by Chinese entities.
