The portal must list who to contact, provide a phone number staffed around the clock, and explain the platform's policies about notifying users when law enforcement is investigating them.

The bill also creates a new advisory committee at the Federal Trade Commission (FTC) made up of representatives from law enforcement agencies, social media companies, victim advocates, and transparency organizations. This committee will develop standard ways to measure how well platforms are handling illegal content—especially drug trafficking and counterfeit substances like fentanyl—and how quickly they respond to law enforcement requests. Each year, platforms will have to publicly report these metrics so people can compare which companies are doing a better job. The FTC will enforce these requirements, treating violations as unfair business practices with potential fines and penalties.
