Now, homeowners can use these grants to add accessory units to their property, which can help create more affordable housing and give homeowners rental income.

Here's how it works: The federal government will provide up to $100,000 per accessory dwelling unit (adjusted for inflation each year), but this can only cover half the total building cost—the homeowner has to pay the other half. If someone wants to use this program, they must live in either the main house or one of the new units, keep ownership of both properties, and earn no more than 150% of their area's median income. These requirements last for five years or until the owner passes away. The program sets aside $16 million per year for administration, with any extra money going to states that have used up their allocated funds.

The bill also clarifies what grants can be used for—things like staff salaries, office rent, insurance, and training—while prohibiting wasteful spending like political activities or paying off personal debts. The government is authorizing $200 million total to run this expanded program. Essentially, this bill aims to help rural and lower-income homeowners create additional housing units on their property, which can increase the overall housing supply and provide homeowners with a way to generate income.
