This bill creates a new Office of Environmental Justice within the Department of Justice to tackle pollution and environmental hazards that disproportionately affect low-income communities, communities of color, and Native American tribes. The office will be led by a Director appointed by the Attorney General and will develop strategies to identify and address cases where environmental violations harm vulnerable populations. The office will coordinate with prosecutors across the country, provide training to Department attorneys on environmental justice issues, and help communities understand how to participate in environmental decisions that affect their health. It also establishes a grant program that gives money to state, local, and tribal governments to hire staff and provide training for prosecuting environmental crimes in communities facing environmental justice concerns. The bill recognizes that environmental hazards—including pollution, toxic waste, and climate-related risks—often cluster in neighborhoods where people have less political power and fewer resources to fight back. By creating this dedicated office, the government aims to ensure that enforcement of environmental laws protects everyone equally, regardless of income or race, and that communities most affected by pollution have a real voice in decisions about their environment.
