The leftover money stays available for up to five years, giving organizations a longer window to use it.

If a state finishes one recovery project under budget on administrative costs, it can now redirect those savings to help with another disaster recovery effort or to strengthen its disaster preparedness programs. This encourages organizations to close out projects promptly since they know the unused management money won't disappear—it can be put to good use elsewhere. The bill applies to all new disaster declarations going forward and requires the government to study whether the current management cost budgets are actually appropriate, which could lead to future adjustments if needed.
