This bill allows states to spend up to 5% of their federal mental health grant money on prevention and early intervention programs instead—things like counseling, support groups, or educational programs for kids and teens who might be struggling but haven't developed a serious mental illness yet.

The bill requires states that want to use this option to describe what prevention programs they're offering and to track how well these programs work. For example, states would need to report whether their early intervention efforts actually help kids get mental health care faster or reduce how severe their mental health problems become. The federal government will also have to report back to Congress every two years about which states are using this option, what they're doing, and what results they're seeing.

In practical terms, this means more money could potentially go toward helping young people who are showing early warning signs of mental health issues—like increased anxiety, depression, or behavioral problems—before those issues spiral into something more serious. It shifts some focus from only treating crisis situations to also preventing them from happening in the first place.
