This bill creates a new independent commission called the Veterans Health Administration Policy Advisory Commission to examine how the VA runs its hospitals and healthcare system. The commission will have 17 members appointed by the Comptroller General (a government auditor), including at least 2 veterans, and will be made up of experts in healthcare management, technology, construction, and related fields.

The commission's main job is to review different aspects of VA healthcare and report back to Congress with recommendations for improvement. They'll look at things like wait times, quality of care, staffing problems, how well the VA's computer systems work, how much money the VA spends and why, and how the VA's care compares to other healthcare options available to veterans. They'll also examine how the VA works with other insurance programs like Medicare and TRICARE. The commission must submit a report to Congress every March with their findings and suggestions.

Members will serve 5-year terms and meet at least once a year. The commission can hire staff, request information from government agencies, and conduct research to do their job. This essentially gives Congress an ongoing watchdog group focused specifically on making sure the VA is operating efficiently and providing good care to veterans, with the power to investigate problems and suggest changes.
