This bill is about making sure the Air Force has enough modern fighter jets and keeps its reserve components strong through 2030. Right now, the Air Force is required to maintain a certain number of fighter aircraft, and this bill updates those requirements and adds new rules for how the Air Force manages its fleet.

The main changes increase the total number of fighter jets the Air Force must keep from 1,800 to 1,900, and pushes the deadline for meeting this requirement from 2026 to 2030. The bill also gives the Air Force Secretary some flexibility to temporarily dip below 1,800 jets for up to two years when switching units from old fighters to new ones, but only if Congress is notified first. This is meant to help the Air Force transition to newer aircraft like the F-35 and F-15EX without creating gaps in capability.

Another key part protects the Air National Guard by requiring the Air Force to maintain at least 25 fighter squadrons in the Guard and preventing the retirement of their aircraft without special approval. The bill also requires the Air Force to give three out of every four new advanced fighter jets to active-duty squadrons that currently exist, and to develop a yearly plan for upgrading the Air National Guard's fleet at the same pace as active-duty units. Finally, the Air Force must submit detailed quarterly reports to Congress about how many new jets it's receiving, where they're going, how many old jets are being retired, and any problems with the transition process.
