Relating to universal health care.

Requires the Universal Health Plan Governance Board to study universal health care. Directs the board to submit findings to the interim committees of the Legislative Assembly related to veterans, emergency management, federal and world affairs not later than September 15, 2026. Sunsets on January 2, 2027.
