# Understanding This Congressional Resolution About HBCUs

This is a statement from Congress condemning bomb threats that were made against historically Black colleges and universities in early 2022. In January and February of that year, dozens of HBCUs received threatening calls claiming bombs were on campus. The threats forced evacuations, canceled classes, and created fear among students and staff. This resolution is Congress's formal way of saying these threats are wrong and unacceptable.

The resolution specifically calls out the bomb threats that occurred on three dates: January 5th, when at least 8 HBCUs received threats; January 31st, when at least 6 more received them; and February 1st, the first day of Black History Month, when at least 18 HBCUs were threatened. Schools like Howard University, Spelman College, Xavier University, and many others were targeted. The FBI investigated these threats as potential hate crimes and acts of violent extremism.

Beyond condemning the threats, Congress is also reaffirming its support for HBCUs and their students. The resolution acknowledges the important role these schools play in American education and society—they've been providing educational opportunities to Black Americans since the 19th century when many other colleges refused to admit Black students. It's a symbolic statement expressing Congress's values and commitment to protecting HBCU communities from violence and intimidation.
