# What This Bill Actually Does

This is a proposal to change the U.S. Constitution to make it harder to stop debate in the Senate. Right now, the Senate has a rule called the "filibuster" that lets senators talk indefinitely to block a vote on a bill. To end this debate and force a vote, senators need 60 votes out of 100 (which is three-fifths). This bill would write that 60-vote requirement directly into the Constitution itself, making it much harder to change in the future.

Why does this matter? Currently, the Senate could theoretically change its filibuster rule with just a simple majority vote if they wanted to. This constitutional amendment would lock in the 60-vote threshold permanently. To change it again, you'd need to go through the entire amendment process—getting two-thirds approval from both the House and Senate, then getting three-fourths of all state legislatures to agree. That's an extremely high bar, which means the 60-vote rule would be essentially unchangeable.

The practical effect is that this protects the minority party in the Senate. If one party has 55 senators and the other has 45, the party with 45 can still block most legislation they strongly oppose, since the majority party would need 60 votes to end debate. This means big legislative changes would require more bipartisan agreement. Supporters see this as protecting minority rights and forcing compromise, while critics argue it makes it too easy for a smaller group to block the will of the majority.

Proposing an amendment to the Constitution of the United States to provide that debate upon legislation pending before the Senate may not be brought to a close without the concurrence of a minimum of three-fifths of the Senators.

This joint resolution proposes amending the Constitution to limit how the Senate may end debate on a measure or motion. Specifically, the proposed amendment provides that debate may only be brought to a close as provided under laws as in effect on January 3, 2025; by unanimous consent; or with the concurrence of at least three-fifths of all Senators.The joint resolution provides that the amendment shall be valid when ratified by the legislatures of three-fourths of the states.Under Article V of the Constitution, both chambers of Congress may propose an amendment by a vote of two-thirds of all Members present for such vote. A proposed amendment must be ratified by the states as prescribed in Article V and as specified by Congress.
